Recap of the 3rd National Project Management Conference – ProMaCon 2011

The third edition of the National Project Management conference ProMaCon 2011 with the theme “Project Management and Leadership: Partnership for Project Success” held from the 20th to the 21st of September 2011 at the Nicon Luxury Hotel Abuja.

The 2-day Conference which provided an excellent opportunity for networking and knowledge sharing among practicing and intending Project Managers featured keynotes, technical presentations, break outs and exhibitions. The event lived up to its billing as the largest gathering of project professionals in West Africa as it witnessed huge turnout of participants from various Ministries, Departments and Agencies of Government, Private Enterprises, Multi-national Corporations, Industries as well as the Academia.

Under the chairmanship of Chief Oluwole Adeosun (OON), the opening address was delivered by Mr. Taopheek Babayeju (ProMaCon Programme Director) followed by Mr. Deji West (President, PMI Lagos Nigeria) who delivered the Institutional Address while Engr. Oluwatoyin Jokosenumi (Group Head, EPMO CBN) delivered the goodwill message on behalf the Governor, Central Bank of Nigeria. The keynote was delivered by Dr. Umar Bindir (Director General, National Office for Technology Acquisition & Promotion – NOTAP), Engr. Ahmed Mansur (Director General, Infrastructure Concession and Regulatory Commission – ICRC) delivered the guest presentation.

The sessions featured presentations by Mr. J.O. Ajanlekoko (President, Association of Professional Bodies of Nigeria), Mr. Daniel Adewumi (Knowledge Mgt. Lead, PMI IDCoP). Others were Mr. Mike O’ Brochta (Managing Director, Zozer Inc USA), Dr. Chima Okereke (Managing Director, Total Technology Consultants) Mrs. Adedoyin Odunfa (Managing Director, Digital Jewels), Dr. Udechukwu Ojiako (Lecturer, University of Southampton), Mr. Paul Onwuanibe (Managing Director, Landmark Group), Mr. Tope Fasua (Managing Director, Global Analytics Consulting) and Mr. Lambert Ofoegbu (Member OPM3 Advisory Group and Lead Consultant, PM Foresight).

The highpoint of the conference was the Project Management Stakeholders’ Forum anchored by Mr. Ike Nwankwo (CEO Distinct Management) which had the following resolutions:

There was an overwhelming endorsement for the adoption of a national project management professional body for Nigeria.

The broad agreement of the functions of the national body is to Promote, Accredit, Regulate, Educate with respect to Project Management in Nigeria.

The Stakeholders mandated the professional body to pursue the requirements and support from the Federal Government to facilitate its recognition on the national landscape and the Association of Professional bodies of Nigeria.

Project Management Stakeholders urged ProMaCon to create more avenues for capacity enhancement, such as quarterly workshops, seminars.

Stakeholders Advocated for the development of a technology driven project management framework for the delivery public projects.

In conclusion, it was agreed that the steering team of professional body should report back to the Stakeholders within the next 90days on its progress.

ProMaCon 2011 was project managed by iCentra and organised in collaboration with PMI Nigeria. It is worthy of note that the recent decision by the federal Government to strengthened and professionalize the practice of project management in government circles is in line with the persistent call by ProMaCon, published in its previous communiqués.

ProMaCon calls for the establishment of Project Management Offices

THE Presidency has been called upon once again to quickly approve the establishment of project management offices in ministries, departments and agencies (MDAs) as a deliberate move to check incidence of abandoned projects and ensure better professionalism in government businesses.

Conveners of the yearly National Project Management Conference (ProMaCon) said in Abuja that the creation of project management offices was instrumental to the attainment of the nation’s Vision 20: 2020, stressing that many of the countries Nigeria aims to overtake in the year 2020 had institutionalised project management in public service.

A statement issued by ProMaCon Programme Director, Taopheek Babayeju praised the National Council on Establishment for recently approving that government officials should be equipped with modern project management skills.

At an emergency meeting of the National Council on Establishment held last week, the Head of Civil Service of the Federation, Prof. Oladapo Afolabi and the Heads of Service of the 36 states approved the professionalisation of project management in the nation’s public service.

The Council considered the recommendation of officials and approved that all existing relevant cadres should be strengthened and professionalised to create pool officers with appropriate skills and competencies in project management.

According to Babayeju, “The decision by the Federal Government to strengthen and professionalise the practice of project management in government circles is commendable. The nation is in dire need of competent public officers at the local, state and federal level who can bring their skills to bear in the way projects are handled and managed in the country. This is one sure way of checking the problem of abandoned and poorly executed projects dotting the nation’s terrain like a plague.

“We are calling on governments at all levels to move a step further by creating project management offices in all government establishments. There is a critical need for Nigeria to truly institutionalise project management solutions in its economic re-engineering process. We have since 2009 clamoured for a national and collective action to help Nigeria achieve the vision of becoming one of the 20 most developed nations in the world by the year 2020. Our advocacy has been that this initiative should be implemented from the local government level up to the federal level, including The Presidency.”

Dearth of Competent Project Managers Bane of National Development

That there is a dearth of competent project managers in the planning, and execution of public sector projects is no longer news. In fact, this has for many decades being seen as the bane of Nigeria’s development.

Effective project management is key to our development as a nation. This is perhaps the most important problem which must be addressed by the current administration.

Experts have over the years called on government at all levels to imbibe the culture of project management to address the problems of project failures.  The late Nigerian President Shehu Musa Yar’adua realized this when he said in 2009 that “Government was ready to address all problems associated with power but more dollars will not provide light, unless we find a Project Management solution”. This comment drew applause from the public. The project management community heaved a sigh of relieve that the federal government was ready to tackle the endemic problem of poor project implementation using the international best practices approach. Unfortunately the framework needed to match words with policies was not instituted.

Recently, the Presidential Projects Assessment Committee in a report submitted to the President Goodluck Jonathan discovered a whopping N7 Trillion worth of uncompleted capital projects. The committee wasted no time in identifying the reason: poor project management. For experts familiar with the sector, this did not come as a surprise. Stakeholders have severally have advocated the evolvement of a national policy on project management.

In order to bring awareness to the indispensability of project management to achievement of business results, the annual National Project Management Conference (ProMaCon) was conceived in 2009 by iCentra with the support of Project Management Institute (PMI), the largest community of project managers worldwide with a local chapter in Nigeria. The maiden conference which was declared opened by the late President held in 2009.

ProMaCon, a private initiative has over the years advocated through its conference reports and communiqués the need to institutionalise project management in the public sector by setting up Project/Programme Management Offices and building project management capacities across MDAs.  To assist the new government to find solution to this very serious problem, the organizers of the yearly Project Management Conference are dedicating this year’s edition to addressing the gap between project management and leadership.  Stakeholders in the ProMaCon project are  convinced that there is an inevitable  link between projects and the kind of leadership that exists in firms, governments, hence the  theme of the 2011 (third) edition of the Conference is “Project Management and Leadership: Partnership for Project Success”

It is often said that everything falls or stands with leadership. In today’s world of management there has been an increasing convergence of project management and leadership for the success of critical projects and programmes. It is therefore imperative to wonder why management skills alone are no longer enough.
Indeed, as the world becomes smaller and a global village, project managers are charged with the responsibility of supervising complex projects that are global in nature, involving different cultures and industries. However, in order to survive and overcome the challenges and complexities of such projects, project managers must take on a leadership mantle

Research has shown that 80% of higher-performing projects use competent project managers and 50% of project failures is traced to poor (or no) project management e.g. bad estimates/deadlines, scope changes and poor resource planning. It worthy of note that the failure of project implementation in Nigeria is not surprising as the nation has inadequate number of competent and certified project managers. However, until a project management solution is found the issue of failed projects and poor implementation will remain a talking point for a very long time to come.

ProMaCon Programmme Director honoured with PMI Awards at the IPM Day

The Programme Director of the annual National Project Management Conference (ProMaCon) and CEO iCentra Consulting Mr. Taopheek Babayeju recently received the PMI award for the Most Outstanding Contribution to Project Management in Nigeria (Youth Category) at the International Project Management Day (IPM Day), other recipients are: Engr. Bayo Adeola (Private Sector Category) and Lagos State Government (Government Category). There was also the award for the Volunteer of the year which was won by Mrs Pat Diaku.

The high point of the award night was the Project of the Year awards, Okota Medical Fair Project by Foursquare Gospel Church emerged the 2nd runner up, the 1st runner up was Diamond Bank’s Lekki Drive – thru/Head Office Annex while MTN Nigeria’s Core Rollout Project emerged as the winner and the Project Manager, Benedict Ogazi became the Project Manager of the Year.

The global event is designed to recognise excellence in the field and to encourage project-based organizations or organizations who utilize project management methodologies within their organizations to truly demonstrate appreciation for the achievements of project managers and their teams. The Project Management Institute (PMI) Nigeria celebrated the IPM Day on the 5th of November in Lagos at the prestigious Eko Hotel, the one day event which featured strategic conference and award ceremony was a gathering of who is who in the Project Management profession. There were presentations by erudite project managers like Michael O’brochta, President Zozer Inc. USA; Mr. Deji West, VP Events PMI Nigeria; Mr. Deji Ishmael, President PMI Lagos-Nigeria; Engr. ProMaCon 2010 Communique

A communiqué issued at the end of the 2nd National Project Management Conference at the Nicon Luxury Hotel, Abuja, from September 21-22, 2010.

THEME: PROJECT MANAGEMENT – THE KEY TO NATIONAL DEVELOPMENT

The two-day National Project Management Conference was organised by iCentra Consulting in association with Project Management Institute (PMI Nigeria) and supported by the Presidency, Office of the Speaker, House of Representatives, Office of the Head of Service of the Federation, National Planning Commission,  Budget Office of the Federation, Central Bank of Nigeria and Infrastructure Concession Regulatory Commission.

The event was attended by about 300 participants from all over Nigeria drawn from public and private sectors of the economy – government MDAs, from the military and paramilitary, Customs, Police, etc; communications, agriculture, aviation, manufacturing, infrastructure development, oil, health, banking etc.

PREAMBLE:

The Nigerian Context

Nigeria is, no doubt, faced with enormous developmental challenges. Past governments had always promised plenty and delivered poorly. It has been worrisome that the country is fast receding in all aspects of national development, despite the huge funds yearly budgeted to execute developmental programmes. According to World Bank records, Nigeria is currently ranked 158 out of 177 countries surveyed in the Human Development Index (HDI). 7.08 percent of the population live on the poverty line of less than $1 a day, while 92.4 live on less than $2.

Corruption has always been the blamed for this sorry state of affairs, but there is no denying the fact that poor management practices have undermined the country’s quest for sustainable development. Since the return to civilian government, successive governments have failed to achieve the budget targets they set for themselves, averaging just 35 percent and returning the unspent billions to government coffers. In 2009, ministries, departments and agencies (MDAs) managed to execute only 44.46 percent of the budget funds approved and released to them the third quarter. And that is not considering whether they were properly executed to guarantee return on investment.

Nigeria has set itself a national development target of year 2020 to join the league of the 20 top economies in the world. For Nigeria to get into this club, the private and public levers of development must learn and practicalise the skills of project management to stem the current level of project collapse and replace that with high standard project delivery process that can anchor the nation’s quest for sustainable development.

The objective of the conference is to encourage the application of project management skills in attaining national development goals.

NATIONAL PROJECT MANAGEMENT CONFERENCE

The National Project Management Conference (ProMaCon) is a private sector initiative that seeks to promote and institutionalise project management best practices through advocacy tools like conference, seminars and workshops. Its ultimate goal is to propagate and spread the gospel of professional project management in Nigeria.

The technical sessions and training workshop of the conference focused on enterprise programme management, public-private partnership, risk management and project planning.

Speakers at the conference identified project management as the vehicle of success in the successful delivery of projects and programs for national development.

OBSERVATIONS:

  • Those saddled with managing government development projects lack the requisite training and depend on their wit to carry out projects, thus subjecting it to high risk of failure.
  • The manner projects are managed in Nigeria has a direct effect on the level of development. Nigeria is currently low on all indices of development because of the poor nature of project management.
  • Projects create a means to generate profits and shareholder benefits. So they must be based on return on investment.
  • Role allocation. Project management is team work. The program manager is a team leader who drives everyone involved towards a defined goal.
  • Project managers must understand and assign specific tasks to team members so that different actors know exactly their responsibilities in a project.
  • The shorter the time for projects, the better considering the nature of Nigeria where new officeholders often discard existing projects to begin their own.
  • Project management is multi-disciplinary: it is not just about physical projects (infrastructure); it cut across all spheres of human endeavour, including national events political campaigns etc.
  • Project management in the public sector faces hindrances from the organisational structure between project managers and their superior officers.
  • Nigeria’s lack of development is not due to lack of the land and capital factors of production – the two are superabundant; what is lacking is insufficient required management skills to transform the country’s vast resources into development objectives.

RECOMMENDATIONS:

  • There is need for project management education in Nigeria. Project management skills should be formally taught in tertiary institutions to the highest levels. Courses should be offered in schools in order to provide capacity in the area.
  • Public-Private Partnership (PPP) initiative should be adopted for most development projects: the private sector provides the needed expertise, efficiency and creativity while the public sector provides the legal framework and, if necessary, long-term financing.
  • There is need for legislation to set standards for all professionals in the built industry to guarantee project quality, safety, proficiency and return on investment.
  • Project management practitioners must be given enabling environment to manage tasks, and when they fail they should be held accountable. They should have the final say in project scope
  • There is need to put in place corporate governance structure to ensure that change in government does not affect ongoing projects/programmes. Projects must be initiated for objective reasons.
  • Transparency in procurement processes is the key to project management success.
  • Project management practitioners must adopt effective communication to ensure the success of projects. Senior management personnel should be involved right from the beginning – from project selection to monitoring and delivery – so that they do not impede the project manager out of ignorance.
  • The Vision 20:2020 of the Federal Government should be subjected to professional programme management.

CONCLUSION

The conference called for professional project management to be incorporated in projects from the time of initiation through to completion for the achievement of Nigeria’s development goals.

Ministry of Agriculture pledges support for ProMaCon 2010

As part of efforts to ensure participation of all stakeholders at this year edition of the conference the ProMaCon team met with the Minister and the Minister of State for Agriculture: Prof. Sheikh Ahmed Abdullahi and Mr. Awodele Najem Adewale respectively.

Briefing the Ministers on the vision behind the organisation of the yearly National Project Management Conference, the ProMaCon Program Director, Mr Taopheek Babayeju on behalf of the Organising Committee stated that the institutionalization of project management best practices has become imperative as a lot of national projects are initiated and but never completed in time, within budget and specification thereby giving rooms for unnecessary variations and loss national income, stressing that the conference was being organized to address this setback. The team asked for the support and cooperation of the ministry in this year’s event coming up on the 21st and 22nd of September.

The Minster who is a professor of finance in his response said he is very well acquainted with the concept of project management as it relates to budgeting and time when it comes to executing projects, in addition he said the Monitoring and Evaluation of most projects is critical to the success of the projects, lending his voice to a strong Monitoring and Evaluation system to help in successful project completion and delivery in the country.

Speaking further on the relevance of project management to the nation, the Minister pledged the support of the Ministry and advised that Ministries such as Finance and National Planning Commission should be carried along as they will also benefit from the conference.

ICRC Supports Project Management Conference, ProMaCon 2010

As part of efforts to ensure that infrastructure projects are delivered within time, budget and specifications, the Infrastructure Concession Regulatory Commission, ICRC has thrown its weight behind the institutionalization of project management best practices.

The Director General of ICRC, Engr. Mansur Ahmed FNSE, who recently received organizers of the annual National Project Management Conference (ProMaCon) in his office, assured that the agency would participate and take advantage of the yearly project management conference to improve the project planning, scope preparation and project execution skills set of her staff members and other stakeholders in Nigeria’s PPP business space.

Engr. Ahmed who is a special guest to the event would deliver a paper titled “Vision led infrastructure development in Nigeria – The PPP imperative.” Engr Mansur Ahmed commended the organizers of the conference for the initiative, stressing that the ICRC whose governing board is led by His Excellency Chief Ernest Shonekan, fully appreciates the indispensability of Project Management Skills to infrastructural development of any nation most especially an emerging economy like Nigeria which seeks to be part of the top twenty most industrialized nations by the year 2020 through our vision 20: 2020 aspirations; he also said that ProMaCon represents a true opportunity for the nation to get its project execution strategies right. He also encouraged government ministries, departments and agencies to adopt international best practices in project management to transform our often ineffective way of doing business and improve project delivery outcomes via proven project management techniques.

Also in attendance was the Executive Director of the ICRC’s PPP Resource Center – Engr. Chidi Izuwah Snr who said that the “use of world class project management concepts like inspired project delivery teams, fully empowered and accountable project managers employing structured project management tools like business case development and proper project execution planning for public sector projects lifecycle delivery is an indispensable imperative if we are to deliver the world class infrastructure expectations envisaged by our Vision 20:2020 aspirations”.

In his presentation, the Program Director of ProMaCon, Mr. Taopheek Babayeju, stressed the need for project management culture to become an essential part of the nation’s planning and implementation processes because the countries Nigeria intends to compete with on the journey to 2020 have adopted project management as their tactical tool to execute projects.
Engr. Mansur Ahmed will be speaking alongside other top Government functionaries and industry leaders such as Dr. Bright Okogu – Director General of the Budget Office of the Federation; President of the Project Management Institute, Lagos – Nigeria, Mr. Deji Ishmael PMP; Engr. Baba Jibrin Adamu PhD – Senior Special Assistant to the Vice President on ICT and Dr. Gibson Okorafor – Professor of Project Management Technology at the Federal University of Technology, Owerri.

There would also be presentations by Engr. Oluwatoyin Jokosenumi PMP,RMP – Group Head, Enterprise Program Management of the Central Bank of Nigeria (CBN); Mr. Tomi Davies MBA,PMP – CEO of TechnoVision Communications; Dr. Chukwuma Katchy PhD,PMP – Deputy Commissioner of Police in Charge of Works. While Mr. Walter Hekala CQA,PMP – Principal Associate at Nathan Associates Inc. USA and Mr. Dan Ugo – Risk Management Comptroller, Nigerian Customs Service would jointly deliver a real life NCS-USAID Case-Study-Presentation.
The ProMaCon Training Workshop session on Project Planning will be facilitated by Kolapo Solesi MBA, PMP (Managing Partner of Abridge Consulting) and Ike Nwankwo MBA, PMP (CEO of Distinct Management, UK)

The conference which already has the support of the Presidency through the Office of the Vice President of the Federal Republic of Nigeria would be declared open by the Vice President, Arc. Namadi Sambo. The annual Conference would also have in attendance amongst other dignitaries the Speaker, House of Representatives, Rt. Hon. Dimeji Bankole whose office has thrown its weight behind the initiative. Furthermore, the Head of Civil Service of the Federation, Mr. Steve Oronsaye and the Minister of National Planning Dr. Shamsudeen Usman have all seamlessly thrown in their support for the conference. The ProMacon conference will be chaired by a most distinguished National Leader and Patriot – Chief Oluwole Adeosun, Former Minister of Transport.
